Visa requirements for foreigners entering Ukraine

Visa Requirements 

Please make sure to take care of all details and formalities as regards keeping to rules on entry and stay in Ukraine to ensure a successful trip:

Check whether you need a visa to enter Ukraine https://visa.mfa.gov.ua/.

All applicants are to register their visa applications online.

Check whether your passport meets validity requirements.

If you don’t need a visa to travel to Ukraine your passport should be valid on the day you enter Ukraine.

If you require visa to travel to Ukraine your passport should be valid at least 3 months after the date of intended departure from Ukraine and be issued no more than 10 years ago.

Whether you need visa or not, make sure you have a proof of sufficient funds when entering Ukraine.

For foreigners travelling to Ukraine the proof of sufficient funds is required

Starting from 01 February 2014 Ukraine’s Border Guard Service officers may randomly ask foreigners entering Ukraine to demonstrate proof of sufficient funds when going through border control. Foreigners are required to have access to at least 20 days’ worth of average monthly per capita subsistence minimums to their arrival date + 5 days’ reserve.

The exact amount of money any foreigner should be able to prove to have access to when entering Ukraine is calculated according to the relevant Rules (full text is available at Ukraine’s Parliament website at http://zakon4.rada.gov.ua/laws/show/884-2013-%D0%BF in Ukrainian).

The overall daily amount in Ukrainian hryvnia rates at around $50.

Ukraine’s authorities accept the following as a proof of sufficient funds:

cash in Ukrainian hryvnia / other convertible currency

international pay system cards along with current/savings account balance statements provided the bank cards can be cashed in Ukrainian banks

hotel / accommodation booking

an agreement between travel agency and client

a letter from an inviting person/entity - sponsor confirming all expenses a foreigner might face in Ukraine and when leaving Ukraine will be covered

a return / transit ticket

Please note!

No proof of funds is required for:

- foreigners / stateless persons who permanently reside in Ukraine

- foreigners / stateless persons under 18

- tourists on a cruise

- foreign aircrew/warship crew members entering/going through Ukraine’s territory in transit in lines with established regulations

- non-military vessel crew personnel

- non-military international airlines / international connection trains crew residing within airports or train stations facilities

- heads of foreign states and governments, members of parliamentary or governmental delegations, technical staff following such delegations, as well as their family members, travelling to Ukraine upon invitation of the President of Ukraine, the Verkhovna Rada of Ukraine (the Parliament), the Cabinet of Ministers of Ukraine or Ukraine’s ministries/other central executive authorities

- UN and UN institutions ID holders and members of their families

- Heads of foreign diplomatic and consular missions, their diplomatic, consular, administrative and technical staff, military attachés and trade missions staff as well as their dependants (spouses, children and parents)

- diplomatic and service passport holders employed at their countries’ foreign affairs authorities visiting Ukraine with official purpose and members of their families

- international organisations officials visiting Ukraine with official purpose, their offices/branches’ in Ukraine staff members, staff members of their states’ representatives to international organisations headquartered in Ukraine who are covered with diplomatic privileges and immunities as well as their families’ members

 

General provisions (How, When and Where to Apply) 

Ukrainian visas are issued through online system "Visa".

All applicants are to register their visa applications online as well as book an appointment with the Consular Section through the website http://visa.mfa.gov.ua

On following the link please press the “Fill in the application” button.

You’ll need to select your current citizenship, the purpose of your trip to Ukraine, a country where you wish to apply for your visa as well as Ukraine’s consular office which will be processing your application (Ukraine has a consular office in Lithuania, address:  Vilnius, V. Kudirkos 22).

The website will then let you fill in the application form and book your appointment with us. Please make sure that you fill in all lines, upload your photo and save your application (i.e. complete your registration), as applications saved as drafts cannot be processed.

After you have completed your registration you’re welcome to call by the Consular Section on your chosen date and time.

Please have with you printed and signed application form, your passport and your supporting documents. You’ll be able to choose the type of service (regular or expedited) and pay the visa fee on the day of your visit.

Visa applications of children should be accompanied by the other parent / carer’s written and duly certified consent for the child’s visa and travel to Ukraine at all times unless both parents/carers and their children apply all together.

Please note that according to Ukraine’s visa rules foreigners / stateless persons can apply for their Ukrainian visa no earlier than 3 months before the intended date of entry to Ukraine.

All visa applications are processed by the Embassy’s Consular Section in 10 working days excluding the day of application (regular service) or 3 working days (expedited service).

Processing of visa applications submitted within regular service can be extended for up to 30 working days.

Please note that visa applicants are expected to provide the Consular Section with originals of documents proving the purpose of intended travel to Ukraine.

Visa requirements for certain categories of visa applicants

Short-term visas 

All applicants are to register their visa applications online as well as book an appointment with the Consular Section through the website  http://visa.mfa.gov.ua

Short-term visas are issued as single / double / multiple entry visas for 6 months or another period of time indicated in the documents which are considered as grounds for visa application. Ukrainian visas cannot be issued for more than a 5 year-term. 

All short-term visa applications should be submitted not earlier than 3 months before the intended travel to Ukraine.

 General requirements

printed and signed application form (all applications should be registered at the website http://visa.mfa.gov.ua);

passport (and a copy of its 1st page);

1 applicant’s photo (3,5 * 4,5 cm);

valid Lithuania residence documents (permit to stay in Lithuania for more than 180 days per calendar year – if required) and its copy;

proof of medical/travel insurance to cover Ukraine and the period of stay (the policy should provide 30 000 euros or equivalent minimum coverage);

proof of sufficient funds to cover the costs of stay (e.g. bank statement for 2 recent months);

return flight tickets;

Specific requirements depending on a type of Visa

Tourist visas

documents proving the tourist purpose of the trip to Ukraine (hotel/accommodation booking, a programme of stay, information on the tour, its timeframes, tourist agency details, transfer details, sightseeing information etc.);

 Visitor (general/friends) visas

an original of the notarized letter of invitation from a Ukrainian citizen or a foreigner/stateless person who legally resides (temporarily or permanently) in Ukraine. Invitation should contain full name of an inviting person, details of his/her passport and temporary or permanent residency permit (for a foreigner or stateless person), address, and full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, physical person’s obligations towards possible coverage of costs related to the applicant’s stay and/or departure from Ukraine;

copies of a hosting person’s Ukrainian passport (if an inviting person is a citizen of Ukraine) or copies of the foreigner’s/stateless person’s passport and their Ukrainian temporary/permanent residency permit (if an inviting person is a foreigner or a stateless person);

Visitor (family member of a citizen of Ukraine) visas

proof that a foreigner or stateless person is a spouse, a parent or a child of a Ukrainian citizen;

 Visitor (business) visas

an original of the letter of invitation from a legal person registered in Ukraine, presented on the official letterhead, containing indication of the number assigned in Ukraine’s Unified State Registry of Legal Entities, Individual Entrepreneurs and Citizens’ Associations, registration number, date and signature, full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations towards possible costs related to the invited person’s stay and/or departure from Ukraine;

Visitor (owner of property in Ukraine) visas

proof that a foreigner or stateless person owns the property (real estate) allocated in Ukraine;

Official visitor visas (upon invitations from Ukraine's authorities or foreign states' authorities/international organizations) *

a letter of invitation issued by Ukraine’s ministries / other central executive authorities, state entities, and organizations or relevant letters of foreign states’ authorities / international organizations;

*May be subject to zero visa fee (please see the list of applicants’ categories exempt from visa fees further at this page)

**Holders of diplomatic/service passports are exempt from this requirement

 Investor visas

a document from the relevant regional/city state administration or bank confirming that the applicant has made an investment in Ukraine’s economy;

flight booking;

 Mass Media staff visas

a letter from the foreign Mass Media with a request to issue a visa to the foreign correspondent/Mass Media staff member who intends to travel to Ukraine in his/her professional capacity as a journalist;

flights booking;

Religious/Missionary visas 

a letter of invitation from a religious organization in Ukraine for a short-term performance of missionary activities accompanied by a letter issued by Ukraine’s Ministry for Culture / Department on Religious Matters of the relevant regional or city state administration – depending which authority has registered that religious organization;

flight booking;

Medical treatment visas

a letter of invitation issued by Ukraine’s hospital;

flight booking;

International passenger/cargo carrier visas

a passenger/cargo carriers’ contract

an international passenger/cargo carrier’s license;

Ukrainian descent visas* 

certificate of a person of Ukrainian descent issued by Ukraine’s National Committee on persons of Ukrainian descent or applicant’s statement on his Ukrainian origin along with supporting documents. If applicant’s family applies for this type of visa as well documents on their status and family relationships to the applicant should be provided;

flight booking;

*Zero visa fee.

 Official observer visas

an order of Ukraine’s Central Election Commission on registration of official observers from foreign states and international organizations for presidential elections, parliamentary elections, local elections and national referendums;

flight booking;

Long-term visas*

printed and signed application form (all applications should be registered at the website http://visa.mfa.gov.ua);

*Important note!

Long-term (type D) Ukrainian visas are issued as multiple entry visas for 90 days (unless otherwise stipulated by legislation or international treaties of Ukraine) within which applicants are to enter Ukraine and apply to local offices of the State Migration Service of Ukraine for a temporary residence permit.

proof of sufficient funds to cover the costs of stay (e.g. bank statement for 2 recent months);

Specific requirements depending on a type of Visa

Study Visas

original of the letter of invitation issued by the relevant Ukrainian university;

proof of medical insurance covering Ukraine (the policy should provide 30 000 euros or equivalent minimum coverage);

proof of sufficient funds to cover education fees and stay in Ukraine (e.g. bank statement).

 Work/Employment at Ukraine’s company/organization visas

a certified copy of the work permit issued by Ukraine’s State Centre for Employment (to be obtained by applicant’s employer in Ukraine in advance and sent to the applicant);

 Visas for work/employment at a foreign non-governmental organization (branch/office) registered in Ukraine

original of the letter of invitation of the foreign non-governmental organization (branch/office) duly registered in Ukraine;

 Visas for work/employment at a branch of foreign Mass Media in Ukraine

original of the letter from a foreign Mass Media;

 Visas for work/employment at a branch of foreign company registered in Ukraine

original of the letter of invitation of the branch of a foreign company as well as the relevant confirmation from the Ministry of Economic Development and Trade of Ukraine;

Visas for work/employment at a branch of foreign bank registered in Ukraine

original of the letter of invitation of the branch of a foreign bank;

International technical assistance visas*

a letter of invitation from Ukrainian state authority/entity/organization which is a recipient of international technical assistance;

a confirmation of registration of the relevant international technical assistance project at the Ministry of Economic Development and Trade of Ukraine;

proof of sufficient funds to cover the costs of stay or a letter from a sponsoring organization with confirmation on their coverage of applicant’s expenses in Ukraine.

*Zero visa fee.

 Cultural / Educational / Scientific / Sport / Volunteer visas

letter of invitation from a relevant government agency responsible for implementation of cultural, educational, scientific, sport, or volunteering programs for participation in which a foreigner or stateless person arrives in Ukraine, or letter of invitation from an organization or institution that engages volunteers in their activity, information about which is placed on the official website of the Ministry of Social Policy of Ukraine, accompanied by the copy of state registration certificate of this organization or institution;

 Religious/Missionary visas

a letter of invitation from a religious organization in Ukraine for a long-term performance of religious/missionary activities accompanied by a letter issued by Ukraine’s state authority which has registered that religious organization;

 Visas for Diplomatic/Consular Missions and international organizations (offices) staff in Ukraine and members of their families*

a relevant official letter / verbal note of a foreign state’s authority / diplomatic mission / international organization (office).

*Zero visa fee.

 Spouse visas

original of a Marriage Certificate on registration of marriage between a foreigner / stateless person and a citizen of Ukraine as well as its copy (the original shall be returned to the applicant upon examination);

a copy of the spouse’s passport of the citizen of Ukraine;

Important note!

If marriage has been registered outside Ukraine marriage certificate should and translated into Ukrainian as well as duly certified.

Family reunion with foreigners / stateless persons residing in Ukraine

originals of documents proving that applicant is a family member of a foreigner / stateless person residing in Ukraine upon a temporary residence permit as well as their copies (originals of documents shall be returned to the applicant upon examination);

Important note!

If documents confirming family relations have been issued by foreign authorities they should be translated into Ukrainian as well as duly certified.

 Immigration visas

a copy of the immigration permit issued by a local office of Ukraine’s State Migration Service;

 Transit visas

Transit visas are issued as single / double / multiple entry visas for a period of time indicated in the documents which are considered as grounds for visa application.

Ukrainian transit visas cannot be issued for more than a 1 year-term. 

Every period of transit shouldn’t exceed 5 days.

Transit visas are issued upon:

printed and signed application form (all applications should be registered at the website http://visa.mfa.gov.ua);

passport (and a copy of its 1st page);

1 applicant’s photo (3,5 * 4,5 cm);

valid Lithuania residence documents (permit to stay in Lithuania for more than 180 days per calendar year – if required) and its copy;

one of the following documents: 1) visa for another country (if required) and tickets, or 2) document confirming that passengers/cargo are to travel through Ukraine by car/coach in transit, or 3) international carrier license issued by the relevant Lithuanian authority;

proof of medical/travel insurance to cover Ukraine and the period of stay (the policy should provide 30 000 euros or equivalent minimum coverage);

proof of sufficient funds to cover the costs of stay in Ukraine.

Electronic visa (e-Visa) for entry into Ukraine with business or tourist purposes

E-Visas are introduced for citizens of the following states:

Australia, the Commonwealth of the Bahamas, Barbados, Bahrain, Belize, Bolivia, Bhutan, Vanuatu, Haiti, Guatemala, Honduras, Grenada, Dominica, Dominican Republic, Republic of Ecuador, Indonesia, Cambodia, Costa Rica, People‘s Republic of China, Republic of Kiribati, Republic of Colombia, Kuwait, Laos, Mauritius, Malaysia, Maldives, Republic of the Marshall Islands, Mexico, Micronesia, Myanmar, Republic of Nauru, Nepal, Nicaragua, New Zealand, Oman, Palau, Peru, El Salvador, Samoa, Saudi Arabia, Seychelles, Saint Vincent and the Grenadines, Saint Lucia, Singapore, Solomon Islands, Suriname, Thailand, Timor-Leste, Trinidad and Tobago, Tuvalu, Fiji, Jamaica.

On-line registration of foreigners for electronic visas (e-Visa) for entry into Ukraine with a business or tourist purposes (http://evisa.mfa.gov.ua).

To fill out an e-Visa, you need to take a few simple steps without leaving your home: fill out an online application form, download scanned copies of the required documents, pay by bank card (MasterCard Worldwide, Cirrus/Maestro or Visa International) and print out electronic visa which was e-mailed to you.

Benefits of e-Visa:

- Remote submission of documents at any convenient time and receipt of an e-Visa without the need to visit a consular office;

- The possibility of online tracking of the registration status of the e-Visa;

- Centralized registration of all e-visas in the Ministry of Foreign Affairs of Ukraine;

- Continuous information support for applicants on evisa@mfa.gov.ua;

- Processing time - 1 (urgent) – 3 (regular) business days;

- Fee - $ 20 USD (single-entry e-visa). In the case of urgent procedure, the fee doubles;

- The term of validity – single entry for up to 30 days.
