On November 27, 2024, the Vilnius City Council unanimously adopted a resolution on Support of Ukraine’s Victory in the War against the aggressor Russia - Vilnius Stands With Ukraine until Victory. The resolution was initiated and presented by the Mayor of Vilnius Valdas Benkunskas.
The resolution condemned the ongoing military aggression of the Russian Federation against Ukraine since 2014 following Russia's illegal occupation and annexation of Ukrainian Crimea and the invasion of eastern Ukraine by Russian military forces, which resulted in Russia's full-scale invasion of Ukraine on February 24, 2022.
The City Council emphasized that this war is not only Ukraine's self-defense, but also the defense of freedom and values of the whole of Europe and the Western world, that a comprehensive, just and lasting peace and security in Europe can be achieved only if there is a victory of Ukraine, that the Peace Formula of Ukraine, based on respect for Ukraine's sovereignty and territorial integrity and on Russia's responsibility, is the only basis for such a peace.
The resolution states that Ukraine's victory over the aggressor Russia can only be achieved with qualitatively greater, united, effective and sustainable support from Western allies, including support for President Volodymyr Zelenskyy's Victory Plan.
Vilnius consistently supports Ukraine's aspirations for freedom, democracy and sovereignty and strongly condemns the destabilizing actions of Russia and its accomplice Belarus in the region.
The members of the City Council emphasized that more than a thousand days after the start of the full-scale aggression, the outcome of the war depends on the support of Western partners. The Russian Federation has not only switched to a “wartime economy”, but has also involved dictatorial regimes in the war against Ukraine, one of the latest examples of which is the involvement of North Korean troops on the side of Russia.
Vilnius City Council undertakes to continue to provide political, moral and material support to Ukraine, as has been the case thus far, while maintaining a dedicated line in the budget plan of Vilnius City.
The resolution also calls on the capitals of the EU and NATO member states, the partner cities, to assist Ukraine in every way possible, to promote the implementation of the Victory Plan as essential step towards security and peace in Europe, as well as Peace Formula of Ukraine.
The resolution is, without exaggeration, unique in its message and content. This is yet another example of the outstanding support for Ukraine by Vilnius municipality, city's residents and the entire Lithuania!
